Absolutely. I thought it was an authority, but that makes sense too. He kept everybody busy because of his antics.

Добавлю контекста. В фильме шла речь про отца героя, отец был в меру добропорядочным гражданином. По фильму его принимают в элитный клуб, видимо, за какие-то заслуги. Моя догадка что фразой "a man who keeps our pencils sharp and our pens in ink" передается смысл, что он хороший "завхоз", что для существования организации есть все необходимое.

Found it! The movie doesn't explain this, but I did some research and found out that the father had a stationery store in New York. Stationery stores sell office and paper supplies. In the scene you're referring to, he was being inducted into the Rotary Club — a league of business owners who do charitable work. As the local stationer, he "keeps the local businesses' pencils sharp and their pens full of ink" since he sells pencil sharpeners and ink in his store. So perhaps the translation could be something along the lines of: Прошу всех встать и поаплодировать моему другу, человеку, благодаря которому все наши карандаши всегда остры и у нас никогда не кончаются чернила.
