Are you saying that 'flee' doesn't have special meaning compared to 'left', namely "escape ..., especially because of danger or fear"?
I.e. that 'leave' is not a more general term than 'flee'?

It is, but the tone of “whereabouts” dictates a problem, crisis, situation that would lead someone to FLEE or LEAVE the country - in both cases signaling a drastic measure.

In this case it's worth saying that Russian "местопребывание", generally, doesn't indicate this.
