все равно лучшим вариантом будет have + participle two (т.е.третья форма глагола проще говоря ) ведь хоть действие и прошло, результат ощущается и на данный момент

Здесь Past Simple, потому что ребенок уже точно больше не пойдет в школу. Present Perfect употребляется, если есть еще возможность продолжения действия.

I can’t imagine a situation where someone would ask “Why haven’t you been at school today?” If school is still going, they would ask “Why aren’t you in school today?” And if school is over, “Why weren’t you in school today?” If they think they could still come to school, then “Why haven’t you come to school yet?

If the question refered to the whole week, then the present perfect makes sense because it encompasses several days: Why haven’t you been at/to school this week?

I thought about this some more. You COULD potentially ask “Why haven’t you been TO school today?” in the middle of the day - meaning that you haven’t shown up after several hours of school starting.

Yes, in order for the present perfect to work with “today,” it has to encompass some type of plurality - several hours, several classes, etc. As a unit, “today” can’t be used with the perfect because then it bleeds into the realm of the past tense, where it’s not used.
