Alina: "the second chance" is a definite phrase, which would imply that there's only one - it should be "A second chance." However, the sentence "a second chance should be given to a person" isn't idiomatic in English - it's not something we say. You're second sentence is good, except "exept")

Tatiana, I think the first sentence is a general statement, but the second one refers to an actual person - therefore HE. Also, I think the passive sounds funny in this context.

Not quite, Al, it's just not idiomatic. There's no situation where we say "everyone must have a second chance" because it sounds like "у каждого человека, небось, второй шанс". Also we don't use "agree" the same way Russians do. In Russian it means to be willing, in English it just means to come to an agreement with someone or something like a contract.
