in the United Kingdom, definitely it is yes. while in the USA this is the third floor. you are right.

What if this was a Russian person living in New York on what is considered the third floor? I think for the sake of accurate translation, we should keep TРЕТЬЕМ as THIRD so that the words correspond and the new learner isn’t led to think that it actually means SECOND.

I agree with you. I corrected myself. But the user should know that there is a little difference between American and Brtitish English, am I wrong?

Yes, but you have to understand that this is a dictionary, so the words should correspond. If someone is studying English and they see you translate третьем as second, they may think these words correspond. Also, when you add a translation, there’s a field for comments below your translation - it doesn’t go in the translation field.

I don't know about America, but in UK
первый этаж = ground floor
второй этаж = first floor
etc.

I disagree that "the words should correspond" in this case.
