I have no opinion because I still can’t see a clear context as to what this means or when it’s used. At first glance, I thought it was something along the lines of “don’t caste your pearls before swine,” but now I’m not sure. I agree that DISSEMINATED is a bit “out there” - sounds like a top government secret or conspiracy to withhold information from the public. But hey, maybe that’s what this means.
Разбрасываться seems to be a tough thing. Разбрасываться словами and разбрасываться друзьями, for example, may translate differently into English. As for разбрасываться знаниями, it doesn't sound quite natural to me.
