Tatiana, ADVISE is serious and usually comes from a parent, a doctor, an attorney, etc. “After the accident, I couldn’t work for two weeks. My father advised me to hire an attorney.” -or- “Due to my high cholesterol, my doctor has advised me not to eat too much shellfish on my upcoming cruise.”

People RECOMMEND (that you read, watch, etc.) movies, books, shows...

When it’s clear whom something was recommended to, we don’t use TO: “My spaghetti sauce is always so acid. My mom recommended adding a little sugar” (=here “recommended to me” would sound horrible, although you COULD say “recommended that I add...”

This is a general Russian mistake. Russians want to say “recommended to me to see blah-blah-blah”... don’t be that Russian! 😉
