Потому что в русском "тот", а не та/те?

Я-то понимаю. Но ведь и по-русски можно было сказать "те"
Думаю, в английском he в определенном контексте - это тоже о человеке вообще. На забывайте, что man - это еще и "человек" - в отличие от woman.

Да, вообще говоря, это так, но у всего есть пределы и это, скорее, рекомендация, чем правило. Процесс, а не революция.

“happy is he who...” is an idiomatic phrase that refers to anyone - not just men. The reason it’s “he” is that it’s from the bible, where most everything general is treated as masculine.

Also “fortunate/lucky/blessed is he who...” relating to people in general

“the one is happy who” doesn’t sound natural to me.
