As such, it can never take sentential stress. In other words, you could never say “What is IT???” (emphasizing the word IT for effect). When you need to emphasize IT, you replace it with THAT, which can take stress. So in this sentence, the speaker is stressing an original IT, which would translate so something like именно э́то.
