By the way, it seems that you and Oleg were confused by the use of “that” here. It’s important to note that the pronoun IT is a very weak word in English. As such, it can never take sentential stress. In other words, you could never say “What is IT???” (emphasizing the word IT for effect). When you need to emphasize IT, you replace it with THAT, which can take stress. So in this sentence, the speaker is stressing an original IT, which would translate so something like именно э́то.
The second instance of THAT is of course just что...
