They're both present in this case: we WANT... and ARE CONSIDERING... But you can also combine different tenses: We WANT to buy a new car and HAD CONSIDERED several different options. We WANT to buy a new car and WILL CONSIDER several different models before we decide.

That's just a matter of usage. CONSIDER means считаем, whereas CONSIDERING means решаем.
