Для жителя столицы или иностранца это "a monument" - один из многих. Для жителя конкретного села - это "The Monument" - единственный в селе, Центр Памяти, "точка силы".
"Wordy" means that your translation has too many words, more words than it needs.
When you don't know whether something is definite or indefinite, the English mind always goes to the indefinite. That was Elena's instinct and it was correct.
I think "wordy or not-wordy" depends on the context. For me it's obvious.
