I can't explain why, but for some reason we don't use the progressive in this statement, although it would make sense.
English must be so confusing to the learner. Just when you think you've learned something, somebody comes along and throws a wrench in the works. I think the best approach is not to rely on grammar or rules, but to learn language according to the situations it applies to. For instance, here, if you're doing something that doesn't live up to someone's expectations of you, they can shake their head slowly, tut-tut, and say "You disappoint me."

Почему же?
Well, because in some situations, we use the words "you're disappointing me" for example: You'll never know how much you're disappointing me until you have children of your own. But in a situation like the one I described, where the speaker is just commenting that he's disappointed, we tend to say "(tut-tut) You disappoint me" as a complete statement, and not part of a bigger context.
