Oh! It's kind of idiomatic. We often say "I'll write" "I'll call" "I'll send postcards." Especially when we're leaving on a trip, or if somebody complains that they never hear from us. Conversely, the person staying behind can say "Be sure to write!" "Send postcards!" with no personal pronouns.

Да, если было запланировано поехать и не успели: my boss wanted to come in person, but he couldn't make it. So I'm here instead.

То есть, couldn't make it употребляется в контексте с чем-то вроде wanted to come. Это понятно. А если нет конкретного указания на намерение? Ведь здесь перед "не смог приехать" может не быть ничего подобного. Ничего похожего на " хотел, собирался". Всё это часто подразумевается, но не облекается в словесную форму.
Мне интересно,если текст открытки совпадает с запросом, тогда ...?

В контексте wanted to come, intended to come, was looking forward to coming, was planning on being here, was invited, etc.

Не понимаю. Контекст здесь заключается в том, что говорящий типа "прости, что не приезжал", это же значит мама его и ожидала, так ведь?
