Uly, I've written the same translation as Jane did, just in more sophisticated (ornate) Russian language. практиковать употребление мяса is equal in sense to употреблять мясо.

and in Present simple (pay attention to the 2nd example)
As I’ve found at “English Language & Usage Stack Exchange”, the using of such collocation is rather controversial question even between people, who are native speakers
In any way, at present, in the vast majority of cases “use to” with infinitive form of a verb is a special idiomatic usage meaning “It was my habit to do smth”.
So I’ll delete my beautiful (and a little bit outdated as the “use to eat” in the form of Present time:) Russian language translation, after you read this and answer me.
Hi Maksim! I hate to disagree, but you didn't write the same thing Jane did. The fact is that USED TO is a time indicator for the past, and your translation is in the infinitive. I think you may have been misled by the fact that the original sentence contains USE instead of USED, which is a mistake. In this usage, the form USED has nothing to do with употреблять or использовать - it's purely temporal. It's closer in meaning to бывало in that it implies that a situation continued in the past, but stopped at some point.
