Maybe they say I am from Missouri (show-me -state) in the situation when they are not willing to trust somebody saying something without good arguments?

Even people who didn't hail from that state could be heard to say that they ARE from that state. Why do they do it? What do they mean?

Yes, Евгения, that's exactly what they say and what it means. Great job! Harry Truman kept a sign with that phrase on his desk and the reverse of the sign said "The buck stops here"
