What нельзя использовать в этом предложении, должно быть when. Разницы нет, но второе предложение звучит намного более естественнее.

WHAT TIME is perfectly correct in this and any sentence asking *when* something happened.
Also, when the question is about a when something happened one time in the past, you use the simple past and never the present perfect.
• When WERE you born?
• What time DID you arrive?
• When WAS he here?
