PROPER FUCKED can be a verb phrase: That company just proper fucked me out of $500. Or an adjective phrase: If his father sees him drunk, he’s proper fucked (он конченный человек). But it doesn’t work as a noun phrase like пиздец does.

Uly, for some reason, I wouldn't use конченый человек for your second snippet. Ему п***ец is much more common these days, unless you prefer to avoid profanity.
