No, it means AND saw a policeman. We often use this conjunctive TO when one action closely follows another one - especially one of discovery or perception: "He came home from work early to find his wife in bed with the gardener."

ONLY can also be used to express that the first action was done in vain or ironic in some way: “When he heard about the tornado, he raced him to make sure his wife was ok only to find her in bed with the gardener.” -or- “He canceled his flood insurance to save money, only to have his house get flooded the next day because of a freak storm.”
