It's the fact that they use THE army - it's referring to the army of a specific country that is committing these horrible things. For instance: Trashcanistan is exhibiting all the signs of becoming a communist state: the president has halted plane travel except for himself and his government, the army is used to ....
if it was general, it would be AN army is used...
