Well, if you're open to suggestions, I'd like to help you: (1) it's more idiomatic to say "on scale of x to x"; and (2) in terms of happiness, it doesn't make sense to start at 10 and work down. That's why there's no instance of it online. Непонятно тебе, поскольку английский для тебя не родной, но для носителя "how happy/lucky/sad/ do you feel?" скорее о сейчас, в то время как "how... are you?" более общий вопрос. Так что оба варианта корректны, да, только выбор глагола слегка изменяет смысл.
