Now *WE'RE talking — is used when you're presented with something BETTER than what you've been dealing with. For instance, if you order a piece of cake in a café and they bring you a flat, stale, hard slice that has obviously been sitting around for a few days and you tell the waitress to bring you a fresher piece. She comes back with a fluffy, moist, delicious piece of cake and you say "Now we're talking!" In other words «this is much better!»

I know it sounds funny to you, but it’s very normal in English for things to sit around — especially food 😉
