Непонятно, почему через дефис... В Гугле такого не нашёл.

Это-то понятно. Может быть с дефисами так: “The stated-to-be motive behind the crime was robbery”?

The condition can be introduced by the conjunction «but for” which replaces «if not” making the stated to be implied as far as it is followed by a noun group
