Глагол listen всегда употребляется с to это правило, которое нужно запомнить, а после play употреблять ничего не нужно(это правило тоже) Других объяснений нет, нужно просто знать правила

Потому что глагол "listen" принимает предложное дополнение (prepositional object), а глагол "play" - прямое дополнение (direct object). "Listen" не только "to music", но и "listen to me", "listen to your teacher", "listen to the sounds of forest" и т.д. И "play", соответсвенно, не только "chess", но и "play football", "play golf", "play a game" и т.д.

боюсь сказать банальность, но, возможно, потому что “слушать музыку” без “в”, а “играть в шахматы” с “в”
