What is a PSARA License?

A PSARA License is an official permit issued by the respective state government, allowing a business entity to run a private security agency. This license guarantees that the agency complies with all necessary legal and regulatory frameworks, including employee background verification, training, and operational guidelines.

Without a valid PSARA License, operating a security agency is illegal and can attract severe penalties. The PSARA Act 2005 outlines the entire process and compliance requirements to obtain this license.

Eligibility Criteria for PSARA License

To apply for a PSARA License, an individual or company must meet specific eligibility criteria:

The applicant must be an Indian citizen or a company registered in India.

The agency should not be convicted of any offense related to moral turpitude.

The security agency should have adequate financial resources to run its operations effectively.

The applicant should not have any ties with foreign nationals or companies.

Proper training facilities must be established for security guards in accordance with PSARA guidelines.

Steps for PSARA Registration

Obtaining a PSARA License involves multiple steps that require thorough documentation and adherence to legal norms. Here’s the step-by-step process for PSARA Registration:

Step 1: Business Entity Registration

Before applying for a PSARA License, the business must be registered as one of the following legal entities:

Sole Proprietorship

Partnership Firm

Limited Liability Partnership (LLP)

Private Limited Company

Step 2: Memorandum of Understanding (MoU) with Training Institute

As per the PSARA Act 2005, private security agencies must confirm that their guards are well-trained. The agency must enter into an MoU with a recognized training institute to provide professional training to security guards.

Step 3: Police Verification

A police verification report is required for all individuals associated with the agency. The application for police verification must be submitted to the respective local authorities.

Step 4: PSARA Application Submission

Once the required documents are gathered, the application for PSARA Registration is submitted online through www.psara.gov.in or at the respective state licensing authority. The application includes details about the business, its owners, and proof of compliance with PSARA norms.

Step 5: License Processing & Approval

The respective state government authority will review the application and conduct due diligence. If the agency meets all requirements, the PSARA License is granted within 60 days from the date of application.

PSARA License Fees

The PSARA license fees vary from state to state. However, a general estimate of the fees is as follows:

For One State: ₹5,000 ₹50,000

For Multiple States: The cost increases based on the number of states covered.

Training Institute Fees: Additional costs may be incurred for training security personnel.

It is advisable to check the official website psara.gov.in login to get updated fee details for a particular state.

Renewal and Validity of PSARA License

The PSARA License is valid for five years (except in a few states where it is valid for one year). After expiration, the license must be renewed to continue operations legally. The renewal process involves:

Submitting an updated application form

Proof of continued compliance with the PSARA Act

Updated employee records and police verification
