What kind of rule applies here?
wash dishes - I'm not referring to some certain dishes, it's just a common action.

We don't use articles in Russian, so this stuff is confusing oftentimes.

It's not a rule, it's an fixed phrase "to wash the dishes." Some people also say "do the dishes."

I imagine articles must be daunting. It's even hard for me to explain them.

I know and Russian must be difficult AF in terms of words ending.

That's a girl. - Это девушкА.
The girl's not around. - ДевушкИ нет рядом.
He gave a girl a gift. - Он дал девушкЕ подарок.
What's this girl's name? - Как зовут эту девушкУ?

I mean, it's hell. I assume the best way to learn it is just to memorize phrases.

The endings are difficult, but I don't even think about them anymore. They've become automatic, thank God.
