Да, предпочитает, но по другим причинам. Для большинства домов соседи видят не меньше, чем в случае квартиры. Возможно, даже больше. Просто соседей меньше.

I guess it's some very old text from Soviet Union time textbook. "Going down ... to the country for skiing in winter" is a thing of the past. Now, the book, that was far from perfect at that time, not only is outdated but has new errors resulting from (half)manual digitizing.

Aleksey, "doesn't wish his doing to be overlooked by his neighbors" isn't English.
