I'm having a hard time with the context. For instance, is it during wartime and now they're vulnerable? Or is it just that anyone can look in and see who's dining?

Могу ошибаться, но, я думаю, что говорящий находится не в ресторане, он находится на другой территории, которая граничит с территорией ресторана и по причине сломанного забора он/они находятся как будто на всеобщем обозрении.

Oops, my bad! I actually had in mind территория БЫВШЕГО ресторана. It’s the constuction site at the moment, and the speaker’s at home, upset that workers (and later their new neighbors) can observe their personal life.
