This is actually about an unreal condition in the future and is kind of choppy compared to how we express this in modern English: “If he were to get a chance at success (<—which is improbable or impossible in the speaker’s mind), he would have to move to London.” I think this is a horrible example of the construction. Let me give you a better example: “Ellen’s husband was deported from the US two years ago for his involvement with a terrorist group. He is banned from entering the US for life. However, he is now seeking custody of their two children from Lebanon. But Ellen isn’t worried because (even) if he were to be granted custody of the children, he would need to enter the US to take them, and that would never be allowed under his current ban.”
Note that in this construction, the word WERE actually receives sentential stress, which is how the speaker expresses their doubt in the probability of the circumstances in question actually coming to pass.
