HAND IT OVER is a rather rude way of demanding that someone give you something. If a policeman comes upon someone with a gun, they say “hand it over!” If your parents see you with a cigarette in your hand, or decide to take away your cellphone as punishment, they say “Hand it over!” I can’t think of any situation where someone would say “Hand over a pencil.”
