Yeah, he did. He probably made it up himself too because even in Russian it sounds odd. Especially «свою институтку» part.

Haha, no, not «проститутку». What he was trying to say was that a guy “passed the buck” (meaning some kind of work) to his unsophisticated friend and was relaxing at the pool with a glass of pina colada.
Only «институтка» is an old fashion term used in 19 century referring to a young female University student. «Своя институтка» doesn’t make any sense in Russian.

Ah! The problem is that “pass the buck” doesn’t literally mean to give work to somebody, it means to shrug the responsibility or blame onto someone besides yourself.
