No, it means that he's intellectually or emotionally equipped to handle something. The meaning замышлять что-то is only seen in the question "What are you/he/they... up to? -or- with the objects "something/no good/one of his (old) tricks" exclusively: He's up to something! He must be up to no good! I'm sure he's up to one of his old tricks! Он, небось, что-то (недоброе) замышляет!
