good это отвечает на вопрос "какой?" а well отвечает на вопрос "как?"...

по-английски - да, но оба предложения соответствуют русскому предложению с наречием: " Ты хорошо говоришь по-английски?".
При переводе часто происходит трансформация, необязательно наречие переводить наречием и прилагательное прилагательным.

Exactly! The idea is to be IDIOMATIC - to use the form that a native would use in the same context. Elena’s translation is the most idiomatic, although Areg’s is also correct.
