A talking part is a role in a play or movie, in which the actor speaks, as opposed to a part as a bystander, or an “extra,” in which the actor has no lines.
You have to take Ngram results with a grain of salt. If you look for “talking part,” the results can be anything, for instance “he was talking part of the time and singing part of the time, -or- “he was talking part English and part Russian,” etc.
