The word "cheap" as an adjective is often used with the meaning "of low quality", "not worth a lot of money". That's why it's better to avoid using it for something like "pretty" shoes. "Inexpensive" is the better option.
Welcome to a woman's world! Since the shoes were purchased on sale, they could have been pretty cheap and pretty at the same time. There are some crazy sales where a buyer can purchase high end designer shoes for almost nothing. :-))
Believe me, any respectful woman will never say about a pair of shoes she bought that they are cheap, no matter how little she paid for it. )) Even if they are dirt-cheap, they are still just "inexpensive." )
I don't get this association of cheap with low or poor quality. It is not true. I think it has to do with workmanship of the shoes. Just because something is expensive doesn't mean it's better quality.
With all due respect, we are not discussing price/quality issues, we are talking about how a word is used in a particular situation. So, let's the online dictionaries settle this argument. Just check any of them. Most of them have a definition of "cheap" with the connotation I mentioned above.

Aleh, I get your point. If you prefer to use the word "inexpensive", it’s fine. According to you, the difference between these two words is quality. I agree that sometimes the word "cheap" means "crappily made or crap". Also, perhaps the word "inexpensive" is less offensive "psychologically" for some women when they feel like showing off. I don't have this issue. However, we don't know anything about the shoes: their price, quality, materials used, manufacturing processes etc in order to use the proper adjective. I think they can be either cheap or inexpensive, but still pretty.
