You're right, my previous response was incomplete without the full context of what the person was referring to when they said "you're not going to (do anything)".
Without more information about the earlier part of the conversation, I can only make an educated guess that the person was expressing frustration or disappointment about something the assistant was not going to do. The use of "gonna" implies there was a specific action or task the person expected the assistant to take, but the assistant indicated they would not be doing it.
