You can use RELY or DEPEND. The meanings are a little different: a baby would depend on its parents for everything: food, shelter, love, protection, etc. However, in the late teens and adulthood, depend takes on the meaning of financial dependence, which is seen as something quite natural when you're studying, for example, or as a negative when you're not in school and don't have a job. RELY, on the other hand, also applies to children of age and means that they know they can count on their parents if they need them. It's more about a feeling of security - that if they should need their parents, they will be there for them financially, emotionally, etc. So in essence, you can use both verbs, depending on the situation.

I didn't give any hearts above because the grammar is off on both sentence. Al's phrase "children in family" isn't idiomatic, and Jane's "that children depend" is out of place in this statement.

Jane, "that children depend" is used to refer to a situation that's happening in actuality: "Reports show that children depend on their parents more in their adult years than in their childhood." This would be an actual fact that is going on in the world. However in our statement above, we're talking about hypothetical children in a hypothetical situation. We express this in two ways in English: (1) with the preposition FOR and the infinitive: "It's crazy for you to spend that much money on taxis when I can just let you use my car." Here the person isn't spending the money on taxis yet, he's only talking about doing it. However in "It's crazy that you spend that much money on taxis when..." the person is actually already spending money on taking taxis every day. (2) You can make your statement hypothetical by inserting SHOULD: It's perfectly natural that children SHOULD depend on their parents." The particle SHOULD has a subjunctive randomizing force here.
