Aha, now I get it. I would say "they ARE glued to their phones"
я сам не очень уверен в русском - как именно применяется, но are glued звучит как "залипли" (сейчас)
Имеется в виду "постоянно"
Families don't talk at the table anymore, everybody's glued to their telephone.
At the meeting, the boss had to tell everybody to put their phones away because everybody was glued to them.
