The two are pretty interchangeble but с первого взгляда is more preferable with "recognize": I recognized her at first glance.

НА первый взгляд он выглядел казался) слепым. At first glance he looked blind. Ответ кажется неясным, по крайней мере, НА первый взгляд. The answer appears ambiguous, at least at first glance.
