well, as I've said. "описывает ситуацию, когда... ". usually when you say "описывает такую ситуацию" you follow up with "в которой...". but I guess all possible combinations here are correct, it's just that "такую" is a bit redundant here. it's not that you can't use it, you just don't need to.
"до того степени" is wrong. "степень" is feminine, so "того" doesn't fit here at all. actually "до такой степени" is устойчивое выражение (sorry, but I can't recall how to call it in English)

several options are available here: "вплоть до чего-то", "до того момента когда", "пока не" and maybe some others. if I translate your post, I'd say "они едят и едят, пока у хозяев не возникают финансовые трудности"
