Первое to относится к good, оно как наш предлог "чтобы/для того, чтобы". The songs are not as GOOD TO - Песни не настолько ХОРОШИ, ЧТОБЫ.

Второе to относится к dance, оно как наш предлог "под".
dance to - танцевать под (подразумевается под них, т.е. под песни)

'cause the expression is "to dance to something" (i.e. 'to dance to the song', 'to dance to the music' etc.)
