permanent marker - это разновидность маркера. Есть и другие разновидности, например, highlighter, white board marker

Да, я вижу wiki, но там же есть и felt pen, и я бы сказал, разновидности felt marker
По-моему, felt pen больше подходит для русского "фломастер". Кстати, только сейчас до меня дошло, что название как-то связано с flow.

flat - not necessarily. This is more typical for highlighters.
Permanent and white board (drywipe) markers usually have rounded tips. Possibly, 'marker' isn't the best name for them, but that's how they are called.
Not necessarily flat, no, but wet and somewhat “heavy”. Marker is an adequate general name for them because they’re in essence used to mark, highlight, and otherwise call attention to what’s written with them.
