Well, in this case the context would be helpful.
There is no word бустит in Russian and, naturally, English 'boost' is what springs to mind - "Are you the one/person that/who boosts?". However, out of context this makes little sense to me.
Me and my friend do play games, but the person who talked with my friend is a stranger.... like my friend doesn't know who this person is, and keeps on getting messages from those people.

by the way the person recently asked my friend in English, "Aren't you the person who pushes the ranks?". I guess that's the meaning of what the person said in russian...

What does rank push mean?
More simply, the game mode where players get points when they win and subtract points when they lose. Push ranking. Press = press. Rank = rank. Push rankings can therefore be interpreted as Boost rank.
