it means you are correct - one Cossack or many, just like “trouser pockets.” Nouns used adjectivally can never be plural because adjectives as a rule never take the plural ending. That’s why we say “a five-mile_ run” or “a three-hour_ meeting” or “the student_ body” or even “the poor” - if a noun modifies another noun like an adjective, it can’t be pluralized.

Sorry, I forgot to say that my original translation was supposed to be "Cossacks' yes" - with an apostrophe. Would it me incorrect too?

In that case, you would say THE Cossacks’ eyes (in which case Cossack would now revert to being a noun)

I think it's worth adding as an option.
If it makes any difference, I think, it's the Cossacks that were under sage, not the nation.

не уверен насчет кавычек в английском
В русском кавычки потому, что "Азовское сидение " - очень необчное историческое название этого события (возможно, с корнями в другом родственном языке). Мне пришлось использовать гугл, чтобы понять, что это осада.
