Наверное, вторая часть в вашем предложении по - русски звучит так: мало людей могло (могли) понять его?

1. Русская фраза построенна весьма безграмотно. Должно быть что-то типа:
"Он говорил так тихо, что его мало кто понимал."
2. Исходная фраза не дает ни малейшего намека на то, говорил ли он тихо намерено или по каким-либо иным причинам, допустим, вследствии дефектов речи.
Exactly, Alex, which is why I don’t like Russ’s translation - it sounds deliberate.
