This is from a live interview with someone whose name is Peter Pomerantsev, who I’m guessing is Russian. When people speak live, they don’t always have time to formulate their sentences perfectly – especially when they’re not speaking their first language. I think what he meant to say was “whoever has the most and the best stuff, wins.“
