Улий! Russian geographical names are rendered into English by transliteration, it means a letter by a letter according to strict rules. There are some exclusions, but Feodosiya isn't that case. It is easily checked with a help of a dictionary.

The sea off Feodosiya... Море напротив Феодосии (дословно).
Море у Феодосии (литературно).
The sea off of Feodosiya... Море на некотором расстоянии от Феодосии (дословно).

We usually use Theodosia here in the States.
