Татьяна, to be rampant имеет более широкое значение.

Мне Ваш вариант очень нравится. Просто сравнение, на мой взгляд, не совсем корректно.

А я понимаю «цвести» не буквально. Расцвет и разгул в переносном смысле - одно и тоже.

If the Russian phrase implies that it is increasing, then FLOURISHES, but if it implies that it is already in bloom and can be seen everywhere, then RUNS/IS RAMPANT.
