A magazine cannot plan what its readership IS GOING TO be - it sounds smug and presumptive. When speaking humbly about one's vision for something, it's more natural, and, from a PR perspective - more advisable, to use the unassuming WILL. And to suggest that the use of WILL is unfounded in this context, is, well, also presumptive, for lack of a better word.
