This present form only works with birthdays because basically what you're saying is that (assuming next month is November) your mother HAS (present simple) a birthday every year in November. So the present here is a general, regular occurrence, which happens to fall in the next month. Alternatively, the speaker can express this as a singular future event by using the progressive.

Similarly, if you do something EVERY YEAR, you can use the present to express that that time is coming up: I go see my grandmother in Russia next month. (=every December I go see my grandmother and next month is December).
