Думаю тут собрались одни из самых сильных носителей английского языка!!
Хватит грубо льстить-то! Носителей здесь раз-два и обчелся. Точнее, всего раз, на два уже не хватает.
Лучше бы писали на нормальном языке и понятно - вместо "сравнительно-правовой анализ". И так ясно, что не лингвистический анализ, раз речь идет о статьях закона и соответствующих регламентациях.
И внимание може быть "обращено НА" или же "уделено"
That's not a good translation. The CONDUCT of an analysis? and again of...of...of...of... Slavik, why not show some humility and put your attempts at translation in the comments so that they can be checked and commented on BEFORE you commit them to the dictionary? Otherwise people who don't know better will take your translations as examples of good English.

He can't mean Slavik, because it's a comment to the question, posted before Slavik added his translation.
Алтынбек asked to translate this piece several times - without any success. The sentence is far too long, heavy and convoluted even for understanding in Russian.
He became desperate and decide to add some flatterу in comment to get a translation at last.
My attempt for the earlier post, but added about at the same time as Slavik's one -
